<a href="http://educationcityy.blogspot.com/2013/06/education-reform-iowa-shapes-ambitious.html">Iowa education</a> a multimillion-dollar bid to increase the quality of its teaching force will be watched closely by education leaders and policymakers throughout the nation, experts predict.

A compromise bill approved Wednesday places Iowa among a small number of states to make systematic reforms aimed at improving student achievement through investments in teacher mentoring and job-embedded professional development.
<br />
<br />
The measure is part of a larger education reform bill that was approved by a wide margin in both the House and Senate. The passage represents a major victory for Gov. Terry Branstad, who has made an improved education system a top priority in his fifth term as governor. Many of the policies included in Wednesday’s bill — including the teacher career ladder — originated with members of the governor’s administration.<br />
<br />
“The fact that it was passed on a bipartisan basis in a divided government is something that Iowa should be very proud of,” said Iowa Department of Education Director Jason Glass.
<br />
<br />
The education reform legislation will cost $7.23 million in the fiscal year that begins July 1, and will cost around $160 million annually at full implementation in fiscal year 2018.
<br />
<br />
Districts are not required to participate in the newly developed teacher leadership program, the priciest component of the plan. But school systems that agree to develop new roles for educators will receive roughly $300 more in per-pupil funding each year from the state.
<br />
<br />
Glass said he believes the financial incentive means the majority of Iowa’s 348 districts will participate.
<br />
<br />
Under the program, skilled educators receive pay increases for taking on new responsibilities.<br />
<br />
Possible duties include mentoring other teachers or developing curriculum.
<br />
<br />
If Iowa succeeds in instituting such changes on a statewide basis, the program will likely turn heads, said Kathy Christie, chief of staff with the Denver-based Education Commission of the States.
<br />
<br />
“There have been career pathways around since the late ’90s, but not in a lot of states and not consistently implemented,” she said. “Even with the compromise (of making the program optional), this shows a lot of promise. It’s ambitious.”<br />
<br />
<b>Flexibility included in teacher pathways</b><br />
<br />
Under Branstad’s original proposal, all schools would have been mandated to create a teaching leadership system that included career, model, mentor and lead teachers.
<br />
<br />
Wednesday’s compromise bill allows districts to opt out of the program entirely. They can also hire instructional coaches or craft their own program — alternatives championed by Democratic lawmakers including Herman Quirmbach, who chairs the Senate Education Committee.
<br />
<br />
“When (Branstad) proposed a model, the leadership pathways model, we actually improved upon it,” said Quirmbach, D-Ames. “We listened to teachers and principals and superintendents who said: One size, one model, does not fit all.”
<br />
<br />
Without the policy change, the plan could have resulted in larger class sizes for students in some small schools, said Tony Voss, who leads the Hudson school district in northeast Iowa.<br />
<br />
“The idea of having instructional coaches, and being funded for that, without having to pull teachers out, that makes a lot of sense to me,” Voss said. “Our funding has been cut so much in the last several years that we’ve had to eliminate positions. This might be an opportunity to bring back some of those.”
<br />
<br />
Other measures included in the bill support Branstad’s goal of making Iowa a national education leader, Glass said.
<br />
<br />
Moving the minimum annual teacher salary from $28,000 to $33,500 and adding new incentives for high-achieving students to enter the profession should help attract more top students to the teaching ranks, he said.
<br />
<br />
The bill also creates a new student testing regime. The assessments will be more closely aligned to the Iowa Core, a collection of statewide academic standards, and should give parents, teachers and administrators a much clearer picture of student performance in Iowa — a key step for any school system looking to move ahead, Glass noted.
<br />
<br />
Democrats and Republicans also added their own priorities.<br />
<br />
Democrats secured additional state aid to schools that will total 4 percent in the coming school year and another 4 percent the following year. Republicans loosened regulations on home-school families, reducing paperwork requirements and allowing parents to teach their kids driver’s education and provide classes to unrelated students.
<br />
<br />
The two parties met in the middle on the question of whether student test scores should weighed in teacher reviews.
<br />
<br />
The issue will likely return to the Legislature again next year. A commission was formed to develop recommendations to revamp the evaluation process for Iowa’s teachers and administrators.
<br />
<br />
“We’re very happy with the funding side of it and pretty happy with the teacher leadership career ladder piece of it,” said Mary Gannon, attorney with the Iowa Association of School Boards.<br />
<br />

Studies have shown that “job-embedded” professional development — like the counseling an Iowa teacher may receive from a mentor under the new system — is most likely to improve teacher performance, said Kevin Welner, director of the National Education Policy Center based in Boulder, Colo.

“One of those factors (affecting student performance) is teacher quality, and this is one way to address it,” said Welner.

The legislation was the results of weeks-long negotiations.<br />

“No one said it would be easy, and it wasn’t. No one said it would be quick, and it wasn’t. And no one said there would not be disagreement and there was disagreement. But was it all worth it? Yes it was,” said House Education Committee Chairman Ron Jorgensen, R-Sioux City.

Schools will have five years to phase in their teacher leadership programs. A limited number of planning grants will be available for fiscal year 2014.

The Saydel school district in Iowa will get a jump on the rest of the state. Thanks to a federal grant, the central Iowa school system will welcome mentor and master teachers to its ranks this fall.

“The teacher career ladder is going to be one of the most powerful tools we have for improving schools in Iowa,” said Superintendent Brad Buck. “It allows for real-time, job-embedded professional development for teachers. Every week, they’re going to be learning what they can do to better help their students.”<br />

The educational system of Germany is underlying to continuous changes and reforms. Main point in the last years was the reorganization of the Gymnasium. The nine year education was changed into an eight year education to get the Abitur. Furthermore, the academic system had changed because of the Bologna reform. The degrees obtained are now called Bachelor and Master.<br />

International students have to show a similar graduate degree. Until now it was not possible to build a central organization for application and award of university places. Because of this the applications still need to be sent to every university or advanced technical college.

The admission requirements are also defined by the universities. Therefore, they can be different for the same subjects at different universities. In Germany there are three different kinds of advanced colleges or universities. Arts, film or music advanced colleges offer practical education in the artistic subjects. Advanced technical colleges however, cover the scientific and social subjects. They also set value on practical experiences in their education. The third category is the so called university. They offer all different kinds of subjects. Practical experience is an important point as well but the universities are especially famous for their firm theoretical education.<br />

Another differentiation can be made between public and private universities. Public universities are financed by the government and do not charge tuition fees or just small amounts of money. Private universities in contrast are financed by the fees paid by students and these can be quite expensive. In Germany can be found much more public universities than there are private ones. German law says that education should be offered to everyone and everyone should be able to afford adequate education. Therefore, in some areas tuition fees were abolished in other areas they are very small. Moreover, there are numerous possibilities to get help from the government, for example Bafög-money.<br />

The <a href="http://educationcityy.blogspot.com/2013/06/education-system-in-german.html">studies in Germany</a> are in some aspects more theoretical than in other countries and they consist of many lectures from the professor. In the lecture there are all students of one year and there are just a few exercise lessons in which the theoretical part can be practiced and proofed in reality. At the end of every term the students get grades for their final examination and for speeches, assignments and practical projects. Depending on the subject the composition of these parts can differ. Practical education can also be offered in internships which are an obligation in some subjects. For some weeks or months the students have to work in a company and use their theoretical knowledge in real life situations to gain experience. This is also a good chance to find a job for the working life after university. The graduate degrees from university are accepted and estimated worldwide. The education at German universities is considered as a good one. The first graduate degree can be obtained after six to eight terms and is called Bachelor.

Afterwards it is followed by the Master degree after another two to four terms. Both degrees require passing the exams and writing a specific graduate thesis. For the subjects medicine, dentistry, law and pharmaceutics as well as the teaching degree another degree is required which is called Staatsexamen. After the Master degree students can also do their graduation to get their doctor’s degree. Academic education in Germany should give firm basic knowledge and theoretical background as well as specific details and practical application. After successful studies the alumni should be able to work successful in every part of the working environment.<br />

It was the end of term at Kirkkojarvi Comprehensive School in Espoo, a sprawling suburb west of Helsinki, when Kari Louhivuori, a veteran teacher and the school’s principal, decided to try something extreme—by Finnish standards. One of his sixth-grade students, a Kosovo-Albanian boy, had drifted far off the learning grid, resisting his teacher’s best efforts. The school’s team of special educators—including a social worker, a nurse and a psychologist—convinced Louhivuori that laziness was not to blame. So he decided to hold the boy back a year, a measure so rare in Finland it’s practically obsolete.

Finland has vastly improved in reading, math and science literacy over the past decade in large part because its teachers are trusted to do whatever it takes to turn young lives around. This 13-year-old, Besart Kabashi, received something akin to royal tutoring.<br />
<br />
“I took Besart on that year as my private student,” Louhivuori told me in his office, which boasted a Beatles “Yellow Submarine” poster on the wall and an electric guitar in the closet. When Besart was not studying science, geography and math, he was parked next to Louhivuori’s desk at the front of his class of 9- and 10-year- olds, cracking open books from a tall stack, slowly reading one, then another, then devouring them by the dozens. By the end of the year, the son of Kosovo war refugees had conquered his adopted country’s vowel-rich language and arrived at the realization that he could, in fact, learn.

Years later, a 20-year-old Besart showed up at Kirkkojarvi’s Christmas party with a bottle of Cognac and a big grin. “You helped me,” he told his former teacher. Besart had opened his own car repair firm and a cleaning company. “No big fuss,” Louhivuori told me. “This is what we do every day, prepare kids for life.”

This tale of a single rescued child hints at some of the reasons for the tiny Nordic nation’s staggering record of education success, a phenomenon that has inspired, baffled and even irked many of America’s parents and educators. Finnish schooling became an unlikely hot topic after the 2010 documentary film Waiting for “Superman” contrasted it with America’s troubled public schools.

<br />
“Whatever it takes” is an attitude that drives not just Kirkkojarvi’s 30 teachers, but most of Finland’s 62,000 educators in 3,500 schools from Lapland to Turku—professionals selected from the top 10 percent of the nation’s graduates to earn a required master’s degree in education. Many schools are small enough so that teachers know every student. If one method fails, teachers consult with colleagues to try something else. They seem to relish the challenges. Nearly 30 percent of Finland’s children receive some kind of special help during their first nine years of school. The school where Louhivuori teaches served 240 first through ninth graders last year; and in contrast with Finland’s reputation for ethnic homogeneity, more than half of its 150 elementary-level students are immigrants—from Somalia, Iraq, Russia, Bangladesh, Estonia and Ethiopia, among other nations. “Children from wealthy families with lots of education can be taught by stupid teachers,” Louhivuori said, smiling. “We try to catch the weak students. It’s deep in our thinking.”

The transformation of the Finns’ education system began some 40 years ago as the key propellent of the country’s economic recovery plan. Educators had little idea it was so successful until 2000, when the first results from the Programme for International Student Assessment (PISA), a standardized test given to 15-year-olds in more than 40 global venues, revealed Finnish youth to be the best young readers in the world. Three years later, they led in math. By 2006, Finland was first out of 57 countries (and a few cities) in science. In the 2009 PISA scores released last year, the nation came in second in science, third in reading and sixth in math among nearly half a million students worldwide. “I’m still surprised,” said Arjariita Heikkinen, principal of a Helsinki comprehensive school. “I didn’t realize we were that good.”<br />

President Obama, too, has apparently bet on competition. His Race to the Top initiative invites states to compete for federal dollars using tests and other methods to measure teachers, a philosophy that would not fly in Finland. “I think, in fact, teachers would tear off their shirts,” said Timo Heikkinen, a Helsinki principal with 24 years of teaching experience. “If you only measure the statistics, you miss the human aspect.”

<b>How do/should higher education institutions measure success in corporate partnerships?</b><br />
<br />
Kogan and Hanney (2000) are quoted in Csizmadia, Enders and Westerheijden (2007) as saying that “quality in higher education, how to enhance it and how to evaluate it, has… been placed high on the contemporary agenda in higher education” (p. 440). Still, sometimes in higher education institutions, success is only on paper. For instance, learners may be counted because they attended an institution, but what they do with what they were counted for (quality education to fit a particular vocational context) many time does not get counted, thereby skewing the true results of success.

<br />
For any kind of success in partnerships between higher education institutions and corporations to be effectively measured, success needs to be clearly and succinctly defined upfront so that what needs to be measured is measured. In essence, what needs to be measured is fit with learning and other defined derivatives of the partnership which include, but not are limited to, developing learners, attentiveness to learners, actual learning, standard of excellence, organizational and national impact, research and development and faculty satisfaction and development.<br />
<br />
<b>Developing learners</b><br />
<br />
So many things are rising, falling and standing still in the global operational environment learning and development has to be seen as learning and development for life. As a result, those involved in workplace learning and development must recognize this fact and begin to change their practices, processes, systems and mindsets to reflect this reality.
<br />
<br />
A new kind of worker is needed so it should be an imperative to put the necessary structures in place to build a viable pool of workers who can begin to augment their current knowledge, skills, abilities and attitudes to launch them onto new career paths. This is especially important in situations where the employee’s old career has lost its relevance or put them on a path to self-improvement for the global reality.
<br />
<br />
Therefore, new learning and development initiatives must be so structured that they provide pathways for further exploration of new careers and different ways of thinking about events, actions and outcomes. Learning must also be inclusive and learner-centered to motivate and facilitate creativity, innovation and produce innovative thinkers who will launch major products and services by transferring their knowledge, skills, abilities and attitudes to those possibilities.

When higher education institutions partner with corporations and become responsible for providing workplace learning and development, they must recognized it is their ability to develop learning for which their success will be judged by learners, partners, vendors and other stakeholders.<br />

<b>Attentiveness to learners </b><br />

Change is a constant in every aspect of people’s life as well as for organizations. However, this does not come without some pushing, pulling and of cause resisting. Despite this, change sometimes comes with enormous sacrifice, resistances and can result in learning and sometimes personal change. Since change is a constant, it can produce results that are not easy to predict. In spite of everything, change can also produce enhancement in behavioral outcomes among learners and even among staff and must be supported, augmented and recorded to determine program impact.

Learners’ satisfaction hinges on the quality and level of service received. This will determine how equipped they are after a training and development intervention. Hence, it is important for higher education institutions to properly manage their attrition rates among students and faculty. They must also be intentional in consulting with industry leaders to determine the knowledge, skills, abilities and attitudes required for building a pool of workers to address the changing global and economic realities.

Seeing and treating learners as viable revenues sources can lead some institutions to focus more on the income generated; especially if learners are getting some kind of support to finance their learning and development activities. However, this should be avoided at all costs as success may not come from focusing singly on revenue while ignoring learners’ desires. Learners have needs which they expect higher education to satisfy while they are enrolled. Higher education administrators and educators dealing with learners must do so with the highest level of the respect and due care.

This can enhance the likelihood of fostering a healthy partnership between the corporate community and institution that can be long-lasting. This can also lead to recognition among peers for excellence in student care and related services because learners feel good about themselves.<br />

<b>Learning </b><br />
<br />
One of the fundamentals of learning and development today is to reduce deficiencies in knowledge, skills, abilities and attitudes gaps to allow learners to excel in a global economy.

This kind of learning and development cannot happen without first fully understanding the competencies and instructional strategies required for futuristic positioning, learning retention and skill transfer. Measuring these activities can also provide good benchmarks for future improvement in learning and development activities and higher education leaders should be careful not to overlook the opportunities to measure, improve and grow their programming, reach and stakeholder pool.<br />

<b>Standards of excellence </b><br />
<br />
Standards of excellence and standards for excellence are inseparable twins in learning and development activities. These should be key outcomes in partnerships between higher education and corporations, and they should be aligned with the processes, practices, systems and key people who are engaged in measuring, improving and growing the partnership and entities’ overall responsiveness learners’ needs. To get to this point, there must be consistency in the process, practice and procedures and a clear sense of what workers and organizations need in order to meet industry quality standards set for entities.

The overall health of the partnership can be measured—not only by the learning outcome—but by the new products, services, infrastructure development which emanates from the learning and development activities and by the richness of the collaboration. These outcomes will provide useful information about:<br />

About 2/3 of subsidized Stafford Loans are awarded to students with family adjusted gross income (AGI) of under $50,000, 1/4 to students with family AGI of $50,000 to $100,000, and a little less than 10% to students with family AGI over $100,000.

The limit for the academic year beginning in 2010 is $3,500 per year for freshman undergraduate students, $4,500 for sophomore undergrads, and $5,500 per year for junior, senior and 5th year undergrads. Government student loans for graduate students have higher limits: $8,500 for subsidized Stafford and $12,500 per year for the unsubsidized Stafford. If a student has a series of loans, through the Stafford, PLUS or Perkins programs, they have the option to consolidate government student loans into one single payment. This results in reduced monthly repayments and a longer term for the loan. The term of the loan can be between 10-30 years. Although the monthly repayments are lower, the total amount paid over the term of the loan is higher than would be paid with other loans. President Obama announced his plan to help borrowers inundated with student loan debt today, which coincided with the release of a new report from the College Board that showed how higher education had become even more expensive.

The president's plan includes capping federal loan payments at 10 percent of borrowers' discretionary income -- that limit is set at 15 percent now -- making loans forgivable after 20 years instead of 25, and provides the opportunity to reduce some federal loan interest payments. The president said the plan could help up to 6 million borrowers -- which is just a fraction of the 36 million saddled with student loans across the country. Here are some tips from several industry watchdogs, including Lauren Asher, president of the Institute for College Access and Success and its project on student debt, to help you navigate the best solution: <br />

Federal loans, according to Asher, offer a lot of options for staying out of default and keeping payments manageable, while private loans can leave borrowers at the mercy of their lenders.

"They don't come with the repayment plans, forgiveness options and other things that come guaranteed with federal student loans," she said.

<b>2. Know Your Grace Period :</b> All loans have varying grace periods. It's six months for federal Stafford and federal Family Education loans, nine months for federal Perkins loans, depending on when they were issued, according to the Project on Student Debt. It's also extremely important not to miss the first payment. <br />

<b>3. Tax Deduction:</b> All borrowers should take advantage of the student loan interest tax deduction, an above-the-line exclusion on a federal tax return of up to $2,500 in student loan interest. You can claim the deduction even if you don't itemize your taxes. <br />

<b>4. Take Advantage of Automated Payments:</b> Many lenders offer a small reduction in interest rates if borrowers sign up for automatic monthly payments.

The House has approved legislation on student loan interest rates to switch to a more market-based system. With a threat of veto from President Obama and a looming July 1 deadline before the rates double from 3.4% to 6.8%, the interest rate debate is sure to heat up these coming weeks.

But now, I must ask: does the rest of the world have the same problem?
<br />
<br />
In a report published by the Consumer Financial Protection Bureau earlier this month, it found, “Between 2007 and 2010, the average student loan balance for households with student debt climbed by nearly 15%.” This is why policymakers such as Sen. Elizabeth Warren (D-MA), Rep. John Kline (R-Minn.), Sen. Majority Leader Harry Reid (D-Nev.) as well as others are pushing forward their own proposals to fix this problem.<br />
<br />
We all know that student debt has been a growing problem in the U.S., but you would think that the U.S. would have at least the academic credentials to show for our expensive efforts. Yet the U.S. is still lagging behind in educational performance compared to many other developed nations. The US came in at #17 for cognitive skills and educational attainment while Finland, Japan, the U.K., Canada and Germany all ranked higher in the 2012 report developed by the Economic Intelligence Unit.

Let’s look at some of these high-<a href="http://educationcityy.blogspot.com/search/label/Education%20System">ranking education systems</a>:<br />
<br />
<b>1 Finland</b><br />
<br />
Finnish students do not pay tuition fees for higher education. Students are responsible for their own personal expenses and housing, of which the government offers financial aid for lower income families unable to pay for these necessities. Interest rate assistance is available to those who need it, however; as of February 2013, the average interest rate on student loans was 1.6% according to the Bank of Finland. <br />
<br />
<b>4 Japan</b><br />
<br />
Education costs, including institutional and student living expenses, can be as low as $11,107 at public institutions and as high as $15,434 at private institutions in Japan. Under the Independent Administrative Institution, Japan Student Services Organization (JASSO), there are two types of student loans. One has a zero rate of interest while the other has a prime interest rate, which according to the Bank of Japan has not risen over 3% in the last thirteen years.<br />
<br />
<b>6 United Kingdom</b><br />
<br />
A 2010 higher education rankings report by the <a href="http://educationcityy.blogspot.com/">Higher Education</a> Strategy Associates estimated $5,288 for education costs in England and Wales. On the other hand, the Telegraph reported earlier this year that most top U.K. universities are now charging 9,000 pounds or almost $14,000 for tuition. Starting from September 2012, the <a href="http://educationcityy.blogspot.com/2013/06/education-student-loan-interest-rates.html">interest rate for existing income contingent repayment loans</a> is set at 1.5%.<br />
<br />
<b>10 Canada</b><br />
<br />
An undergraduate tuition fee for all Canadian students is about $5,581 for the 2012-2013 academic year. Canada has a similar system to that of the U.S. in terms of interest rates. Canadian students pay no interest on their loans until they finish their studies when the rate jumps significantly. They pay a fixed interest rate plus 5% or a floating rate plus 2.5%. However, “one quarter of a billion dollars is spent annually by various provinces and the Canada Millennium Scholarship Foundation to reduce debt at the end of the period of studies.” One tenth of all debt incurred by Canadian students is forgiven this way, according to an Educational Policy Institute report.<br />
<br />
<b>15 Germany</b><br />
<br />
Germany has always been a country of free public higher education until recent economic constraints have led seven of the sixteen German states to introduce fees. Even still, the average fee is about $1,300 per year. Although the tuition is low, student loans are still given at a zero percent interest rate and “the value of the loan stays constant in nominal terms.” Germany also has a threefold program of debt remission, which is based on need, merit and completion.

While there is not one perfect education system in this world, it seems that other countries are trying to create more supportive systems of realistic repayment options for students and their families. Even Nobel Prize winning economist Joseph Stiglitz warns that we could fail behind other industrialized nations.
<br />
<br />
The Center for American Progress laid out a comprehensive analysis of the proposed legislation on student loan interest rates. The investigation by David A. Bergeron and Tobin Van Ostern stresses the importance of a long-term plan that takes advantage of historically low interest rates, but also includes a cap to protect students from higher rates in the future. Accreditation has been streamlined, to provide a more robust, fair and transparent system by :<br />

Why has the HEA made changes to the education accreditation process?</h3>
There are several reasons for recent changes, and these are outlined below:<br />

<li>To make the accreditation process, and particularly the decision making, more transparent by separating developmental work from the summative judgement process;</li>
<li>To streamline the accreditation process, so that accreditation requests can be dealt with more quickly than at present;</li>
<li>To remove the requirement for all institutional teams to attend a developmental meeting;</li>
<li>To provide focussed information and guidance for institutions in response to demand;</li>
<li>To encourage institutions to develop integrated approaches to their CPD provision that align with the descriptors of UKPSF and that address all staff, regardless of their status and experience.</li>
</ul>
<b>Background and Context</b><br />
<br />
During the last academic year the HEA operated two routes to accreditation: the Accreditation Development meeting (ADM) route for those institutions seeking support and the Documentary Submission (DS) route for more established provision.
<br />
<br />
In the ADM route accreditors worked with institutional teams to provide guidance and feedback on draft documentation in order to help them prepare their formal submission for accreditation. Final accreditation decisions were taken by the accreditors involved in this formative process.
<br />
<br />
In the DS route, a panel of accreditors met to review formal and final submission documents from institutions and made final accreditation decisions against set criteria.
<br />
<br />
The DS accreditation panel is now the sole route to accreditation (WEF September 2012).
<br />
<br />
The HEA will hold monthly Accreditation Panels with a faster decision-making cycle (typically six-eight weeks from submission to decision). Institutional submission requirements are detailed in the guidance notes (see link on right side of this page).
<br />
<br />
In parallel with these panels, the HEA now runs free information and guidance events that explore the use of the UKPSF as a CPD framework, explain the requirements for successful accreditation, and help institutions prepare for the formal accreditation submission. <br />
<br />
<b>What are the implications for institutions?</b><br />
<br />
Accreditation as a subscription benefit is limited to a single accreditation submission in any three year period. There is, within reason, no limit to the number of separate routes to recognition that a submission may contain but it must be made clear how each individual piece of provision fits within the wider institutional accreditation strategy and/or CPD framework. All accreditation requests will need institutional endorsement.
<br />
<br />
In this context it is important for an institution to consider the totality of its learning and teaching support provision and the current accreditation periods of individual elements. The Academy, through liaison between the Partnership Manager and the accreditation team, will work with institutional staff to help them integrate and align existing accredited elements into a coherent accreditation submission.<br />

<b>How do I make a submission?</b><br />
<br />

The institutional submission should be accompanied by a Cover Sheet and a Self-Assessment Checklist. <b>When can I make a submission?</b><br />

Submissions may be made at any time. The Accreditation team will allocate submissions to a panel on a first-come, first-served basis. In order to allow the accreditation panel sufficient time to fully consider submissions, there will be a cut-off allocation date each month, after which the submission will be allocated in the following month. 1. <b>Know Your <u>Education Student Loans</u></b>: It's important to keep track of the lender, balance, and repayment status for each of your student loans. These details determine your options for loan repayment and forgiveness. If you're not sure, ask your lender or visit www.nslds.ed.gov. You can log in and see the loan amounts, lender(s), and repayment status for all of your federal loans. If some of your loans aren't listed, they're probably private (non-federal) loans. For those, try to find a recent billing statement and/or the original paperwork that you signed. Contact your school if you can't locate any records.
<br />
<br />
2. <b>Know Your Grace Period</b>: Different loans have different grace periods. A grace period is how long you can wait after leaving school before you have to make your first payment. It's six months for federal Stafford loans, but nine months for federal Perkins loans. For federal PLUS loans, it depends on when they were issued (see details). The grace periods for private student loans vary, so consult your paperwork or contact your lender to find out. Don't miss your first payment!
<br />
<br />
3. <b>Stay in Touch with Your Lender</b>: Whenever you move or change your phone number or email address, tell your lender right away. If your lender needs to contact you and your information isn't current, it can end up costing you a bundle. Open and read every piece of mail - paper or electronic - that you receive about your student loans. If you're getting unwanted calls from your lender or a collection agency, don't stick your head in the sand - talk to your lender! Lenders are supposed to work with borrowers to resolve problems, and collection agencies have to follow certain rules. Ignoring bills or serious problems can lead to default, which has severe, long-term consequences. <br />
<br />
4. <b>Pick the Right Repayment Option</b>: When your federal loans come due, your loan payments will automatically be based on a standard 10-year repayment plan. If the standard payment is going to be hard for you to cover, there are other options, and you can change plans down the line if you want or need to. Extending your repayment period beyond 10 years can lower your monthly payments, but you'll end up paying more interest - often a lot more - over the life of the loan. Some important options for student loan borrowers are income-driven repayment plans such as Income-Based Repayment and Pay As You Earn which cap your monthly payments at a reasonable percentage of your income each year, and forgive any debt remaining after no more than 25 years (depending on the plan) of affordable payments. Forgiveness may be available after just 10 years of these payments for borrowers in the public and nonprofit sectors. <br />
Private loans are not eligible for IBR or the other federal loan payment plans, deferments, forbearances, or forgiveness programs. However, the lender may offer some type of forbearance, typically for a fee, or you may be able to make interest-only payments for some period of time. Read your original private loan paperwork carefully and then talk to the lender about what repayment options you may have. <br />
<br />
5. <b>Don't Panic</b>: If you're having trouble making payments because of unemployment, health problems, or other unexpected financial challenges, remember that you have options for managing your federal student loans. There are legitimate ways to temporarily postpone your federal loan payments, such as deferments and forbearance. For <i>example</i>, an unemployment deferment might be the right choice for you if you're having trouble finding work right now. But beware: interest accrues on all types of loans during forbearances, and on some types of loans during deferment, increasing your total debt, so ask your lender about making interest-only payments if you can afford it.
<br />
<br />
If you expect your income to be lower than you'd hoped for more than a few months, check out Income-Based Repayment. Your required payment in IBR can be as little as $0 when your income is very low. See tip 4 for more about IBR and other repayment options.

6. <b>Stay out of Trouble!</b> Ignoring your student loans has serious consequences that can last a lifetime. Not paying can lead to delinquency and default. For federal loans, default kicks in after nine months of non-payment. When you default, your total loan balance becomes due, your credit score is ruined, the total amount you owe increases dramatically, and the government can garnish your wages and seize your tax refunds if you default on a federal loan. For private loans, default can happen much more quickly and can put anyone who co-signed for your loan at risk as well. Talk to your lender right away if you're in danger of default. <br />
7. <b>Lower Your Principal If You Can</b>: When you make a federal student loan payment, it covers any late fees first, then interest, and finally the principal. If you can afford to pay more than your required monthly payment - every time or now and then - you can lower your principal, which reduces the amount of interest you have to pay over the life of the loan. Include a written request to your lender to make sure that the extra amount is applied to your principal! Otherwise it will automatically be applied to future payments instead. Keep copies for your records and check back to be sure the overpayment was applied correctly.
<br />
<br />
8. <b>Pay Off the Most Expensive LoansFirst</b>: If you're considering paying off one or more of your loans ahead of schedule, or trying to reduce the principal, start with the one that has the highest interest rate. If you have private loans in addition to federal loans, start with your private loans, since they almost always have higher interest rates and lack the flexible repayment options and other protections of federal loans.

9. <b>To Consolidate or Not to Consolidate</b>: A <a href="http://educationcityy.blogspot.com/2013/06/learn-about-education-student-loan.html">consolidation loan</a> combines multiple loans into one for a single monthly payment and one fixed interest rate. If this is appealing, here are some pros and cons to consider. You can consolidate your federal student loans through the Direct Loan program, and this calculator can help you figure out what your interest rate would be. For private consolidation loans, shop around carefully for a low or fixed interest rate if you can find one, and read all the fine print. Never consolidate federal loans into a private student loan, or you'll lose all the repayment options and borrower benefits - like unemployment deferments and loan forgiveness programs - that come with <u><b>federal loans</b></u>! <br />
<br />
10. <b><u>Education Student Loan Forgiveness</u></b>: There are various programs that will forgive all or some of your federal student loans if you work in certain fields or for certain types of employers. Public Service Loan Forgiveness is a federal program that forgives any student debt remaining after 10 years of qualifying payments for people in government, nonprofit, and other public service jobs. Following World War II, the Japanese education system was reformed to model the education systems of Western nations such as the U.S. and the U.K. This includes six years of elementary school education followed by 3 years each, middle and high school. The college education system includes a four-year university education or a junior college, similar to community colleges.
<br />
<br />
The school year begins in April, although there is a long break in the summer. One school year begins in April with the first term, has a month off from school for summer break, followed by another term which is followed by a winter break. The final term ends with a spring break before the next school year begins that following April.
<br />
<br />
Preschool and kindergarten are not considered “compulsory” in the <a href="http://educationcityy.blogspot.com/2013/06/basic-education-system-in-japan.html">Japanese education system</a>, but are available. Kindergartens may offer a one-, two-, or three-year program depending on the age of the child upon entry.
<br />
<br />
Elementary school and middle school (junior high) are compulsory; in other words, they are required by law for all Japanese citizens. In the U.S. grades K through 12 are considered compulsory, though high school students may withdraw from school after age 16 with the option to seek a GED (general education diploma).<br />
<br />
<a href="http://educationcityy.blogspot.com/2013/06/basic-education-system-in-japan.html">High school in Japan</a> is not compulsory. This means that not only are students not required to go to high school, but if a family wishes their child to attend high school there will be a tuition involved, like private school or college. To get into a high school, students begin early in their final year of middle school, preparing for high school entrance exams. Getting into high school is comparable to applying for colleges, and the competition is very steep. If the student applies for only one high school and fails the entrance exam, that student has to wait until the following year before able to apply and take entrance exams for other schools. For this reason, just like with college, many students take exams for several schools just in case.

In many ways, the Japanese consider entering high school more difficult than entering colleges due to the competition. <b>Regional Accreditation</b><br />

Regional Accreditation is a form of institutional accreditation that involves a comprehensive review of all institutional functions. Regional accrediting organizations do not accredit individual programs, although new programs are actively reviewed through the substantive change process.

<br />
Voluntary, non-governmental, institutional accreditation, as practiced by WASC and other regional commissions, is a unique characteristic of American education. Accreditation is granted at the completion of a peer review process, and assures the educational community, the general public, and other organizations that an accredited institution has met high standards of quality and effectiveness.
<br />
<br />
No institution in the United States is required to seek accreditation. However, because of the recognized benefits, most of the eligible institutions in this and other regions have sought to become accredited. Regional accreditation is granted to public and private, nonprofit and for-profit, two- and four-year institutions.<br />
